MPEG VBR Encoding

I think I must be missing something because when ever I try to encode a WMV file to MPEG using the VBR setting the file size is the same no matter what settings I set for Minimum, Maximum, or Average bitrates.  I expect the file sizes to increaase with larger values for these settings, but they are always the same size for the same file.  Can anyone help me?

Found my one answer.  VBR is only available on the Pro Encoder.  Strange the standard encoder would let me pick Pro only properties or values.  Makes it confusing when the Visual Studio IntelliSense shows you properties and values you kind of expect they are valid choices in the tool you are using.
