I apologize for not being more clear, I didn't think about the effects of different DPI.
The registration marks would be printed on the image, and are used so that when it gets scanned in crooked, it will get aligned properly according to the original. Therefore, the registration marks would be proportional. If you double the input DPI compared to the original, then you would double the size of the registration marks, so they would be 62 x 58.
I would suggest thinking of the registration marks more in terms of paper dimensions (inches, mm, etc.) rather than pixels so that when you scan the image in, you can determine the size the registration marks should be based on the DPI of the image.
